    Aveshka is looking for a Jr. Management Analyst to support the ASPR mission of public health preparedness and emergency response. The professional staffing support services required by ASPR span program and functional mission areas.

     

    Aveshka is supporting the Office of the Assistant Secretary for Preparedness and Response (ASPR). ASPR is a public health preparedness and emergency response organization in the Office of the Secretary at the United States Department of Health and Human Services. ASPR was created under the 2006 Pandemic and All Hazards Preparedness Act (and reauthorized in the Pandemic and All Hazards Reauthorization Act of 2013) in the wake of Hurricane Katrina to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters. The ASPR serves as the principal adviser to the HHS Secretary responsible for providing integrated policy coordination and strategic direction with respect to all matters related to public health, medical preparedness, and deployment of the federal response for public health emergencies and incidents. The ASPR heads a Staff Division in the Office of the Secretary, serving as the Secretary's principal advisor on issues related to bioterrorism, and leads a collaborative approach to the department's preparedness, response, and recovery portfolio. In addition to this policy responsibility, the office of the ASPR also has operational responsibilities both for the advanced research and development of MCMs, and for coordination of the federal public health and medical response to incidents. The office of the ASPR serves as the lead official responsible for all federal public health and medical response to public health emergencies and incidents covered by the National Response Framework and National Disaster Recovery Framework.

     

    This position will provide a combination of management analysis and executive administration support to the ASPR office of Strategy, Policy, Planning and Requirements.

    Responsibilities

    The Jr. Management Analyst will be responsible for the review and analysis of procedures and operating policies to assess their effectiveness. He/she will provide evaluations and written recommendations or effectively manage administrative operations, and study, interpret, develop and implement new and existing administrative directives, and write instructions related to personnel matters.

    The Jr. Management Analyst will support two areas, The National Preparedness and Response Science Board (NPRSB) and The National Advisory Committee on Children and Disasters (NACCD).

    NPRSB provides expert advice and guidance to the HHS and the ASPR on scientific, technical, and other matters related to public health emergency preparedness and response.

     

    NACCD was established to provide expert advice and consultation to the HHS on the medical and public health needs of children in disasters.

     

    Essential Functions:

     

    • Perform literature reviews on a variety of complex public health preparedness and response issues.
    • Compile technical, scientific, medical and public health information on current issues and relevant areas of consideration from multiple sources to lend to committee projects.
    • Attend meetings, listen to transcripts and write summaries of meetings, presentations by subject matter experts and other sources and interpret and distill the critical technical, scientific and medical information needed by committee members.
    • Coordinate advisory committee public, administrative and work group meetings.
    • Work on the Committee charter renewal process.
    • Work on the Committee public web pages.
    • Work with Exec Sec packages as appropriate for contract staff.
    • New member selection process.
    • Draft decision letters/memos for Secretary and/or ASPR review and approval.
    • Coordinate Federal Advisory Committee webinars and in-person meetings ensuring compliance with GSA, Federal Committee Act, HHS Handbook and other policy and guidance documents.
    • Manage stakeholder engagement.
    • Act as a liaison for transmittal of decision memos to the ASPR and/or Secretary of HHS.
    • Conduct the Annual Comprehensive Review (ACR) activities.
    • Manage the NPRSB and NACCD Federal Advisory committee databases.
    • Monitor and manage the NPRSB and NACCD inboxes for external and internal stakeholder input.
    • Analyze and edit Working Group report in route to the ASPR and/or Secretary.
    • Maintain and update Standard Operating Procedures on the NPRSB and NACCD operations.
    • Manage the development of the Board transcripts, agendas and meeting minutes.
    • Assemble Federal Register Notice document packages for routing and signature through the ASPR and/or Secretary.
    • Manage Federal regulations and statute of the federal advisory committees.
    • Provide support and input for the Selection Committees for both the NPRSB and NACCD

    Qualifications

    Required Education:

     

    Bachelors degree required

     

    Required Experience:

     

    Minimum 2+ years of experience

     

    Required Clearance:

     
    Public Trust eligible

     

    Desired Qualifications:

     

    Masters in public health or other relevant field
