    Aveshka is supporting the Office of the Assistant Secretary for Preparedness and Response (ASPR). ASPR is a public health preparedness and emergency response organization in the Office of the Secretary at the United States Department of Health and Human Services. ASPR was created under the 2006 Pandemic and All Hazards Preparedness Act (and reauthorized in the Pandemic and All Hazards Reauthorization Act of 2013) in the wake of Hurricane Katrina to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters. The ASPR serves as the principal adviser to the HHS Secretary responsible for providing integrated policy coordination and strategic direction with respect to all matters related to public health, medical preparedness, and deployment of the federal response for public health emergencies and incidents. The ASPR heads a Staff Division in the Office of the Secretary, serving as the Secretary's principal advisor on issues related to bioterrorism, and leads a collaborative approach to the department's preparedness, response, and recovery portfolio. In addition to this policy responsibility, the office of the ASPR also has operational responsibilities both for the advanced research and development of MCMs, and for coordination of the federal public health and medical response to incidents. The office of the ASPR serves as the lead official responsible for all federal public health and medical response to public health emergencies and incidents covered by the National Response Framework and National Disaster Recovery Framework.

     

    The experts recruited and employed through this professional staffing support services contract will be responsible for advancing the ASPR mission of public health preparedness and emergency response. More specifically, the professional staffing support services required by ASPR span program and functional mission areas including: Advanced Research and Development for Chemical/Biological/Radiological/Nuclear threats, Emerging Infectious Diseases, & Pandemic Influenza (and the associated Regulatory Affairs, Clinical Studies and Modeling); Emergency Preparedness, Emergency Management/Response, Recovery, Logistics Management; Acquisitions/Contracts & Grants Management and Administration; Public Health Policy and Planning; Federal Budget/Financial Management Planning and Analysis; Operations and Administrative Management including: Travel Coordination and Management, Facilities Support & Management, Human Resources, Talent Management & Strategic Federal Staffing, Employee Development and Training Programs Development and Execution, Public Health Preparedness and Emergency Response Communications, Strategic Stakeholder Engagement (Congress/States & Local Government/Industry/Inter/Intra-Agency), and general Program and Project Support and Management.

     

    The candidate selected for this role will provide senior level support to the ASPR Office of Strategy, Planning, Policy and Requirements.

    Responsibilities

    Essential Functions:

    • Assist with interdepartmental clearance of high-level policy and technical documents including submission of documents for review, addressing comments and edits, and obtaining appropriate signatures.
    • Study a range of mission-critical issues in order to prepare congressional testimony and briefing materials and other writing projects (e.g., journal commentary, scientific publications).
    • Provide talking points and slides for presentations and speeches.

     

    Additional Responsibilities

    • Prepare complete and accurate meeting summaries expeditiously; these may include meetings of subject matter experts and/or senior program managers
    •  Provide studies and analyses on emergency preparedness and response issues, including pandemic flu preparedness and response activities; chemical, biological, radiological, and nuclear (CBRN) threats; research activities; environmental justice; and climate change
    • Assist with managing interagency tracking of policies and activities implemented by ASPR. Deliverables established by the office should be maintained in the ASPR wide electronic filing system. Support presentation of progress both within the federal government and to external stakeholders.
    • Collect promising practices, Web links, informational and guidance resources, pertinent scientific articles and compile these into an accessible, user-friendly web-based compendium or site that is cross-linked with PHE.gov.
    • Assist in the development of strategic plans. These plans will be used to set priorities, focus energy and resources, strengthen operations, ensure common goals, establish agreement around intended outcomes/results, and assess and adjust the organization's direction in response to a changing environment.
    • Contribute to activities that will transform static plans into a system that provides strategic performance feedback to decision makers and enables the plan to evolve and grow as requirements and other circumstances change.
    • Assist in the implementation of strategies with collection of ongoing activities and processes used to systematically coordinate and align resources and actions with mission, vision and strategy throughout OPP and ASPR. Contribute to evaluations for efficiency and effectiveness of comprehensive plans in achieving the desired results and work with ASPR to assess the appropriateness of current strategies and the need for corrective action.
    • Serve as Executive Secretariat of working groups addressing issues such as biosafety and biosecurity; dual use research; emergency preparedness and response; and biodefense and perform all functions to support the efficient administrative and scientific direction of the working group.

    Support scientific writing/editing efforts including but not limited to a broad range of materials (e.g., White papers related to biorisk management; papers and policies related to dual use research of concern; reports on emergency preparedness and response; pandemic flu and emerging diseases preparedness and response; chemical, countering biological, radiological and nuclear (CBRN) threats, environmental justice, and climate change.

    Qualifications

    Required Education:

     

    • Bachelors degree, ideally in a public health or health related field.

    Required Experience:

    • Minimum of 5 years of industry specific experience

    Required Clearance:

    • Public trust, ability to obtain secret clearance

    Desired Qualifications:

    • Advanced degree in public health or relevant field strongly preferred
