  • Overview

    Aveshka is supporting the Office of the Assistant Secretary for Preparedness and Response (ASPR). ASPR is a public health preparedness and emergency response organization in the Office of the Secretary at the United States Department of Health and Human Services. ASPR was created under the 2006 Pandemic and All Hazards Preparedness Act (and reauthorized in the Pandemic and All Hazards Reauthorization Act of 2013) in the wake of Hurricane Katrina to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters.

    Responsibilities

    Responsibilities

    • Perform thorough analysis of existing qualitative and quantitative workforce data, provide detailed and expert workforce analysis on current staffing functions, overall job satisfaction and training and development needs across the entire organization. Produce applicable forecasts.
    • Develop talent acquisition strategies and hiring plans. Identify and propose talent acquisition and recruitment strategies in order to attract a high quality, diverse pool of candidates and retain excellent employees. Provide recommendations for action based on a clear understanding of client culture/needs and research/best practices.
    • Develop competency models, job analysis, assessments and surveys, succession and strategic planning, team building, recognition and reward, process improvement and change management processes/programs
    • Serve as the subject matter expert and HR resource developing and providing consulting services on interview selection methods and techniques, managerial policies and practices and performance management
    • Design employee development programs including communication, leadership, and management
    • Use metrics to create follow up and action reports for program and senior leadership
    • Partner with Workforce and HR functional leaders and business partners to define needs and develop realistic project timelines

     

    Qualifications

    Required Education: 

    • Masters degree (PhD preferred)

     

    Required Experience:

    • Experience performing analysis of qualitative and quantitative workforce data
    • Talent acquisition and recruiting strategies and hiring plans.
    • Experience providing recommendations for action based on a clear understanding of client culture/needs and research/best practices.
    • Competency models, job analysis, assessments, and surveys.
    • Proven experience with succession and strategic planning, team building, recognition and reward, process improvement and change management processes/programs
    • Interview selection methods and techniques, managerial policies and practices and performance management
    • Experience designing employee development programs including communication, leadership, and management
    • Experience developing action reports and project timelinesRequired Clearance:
