  • Overview

    Aveshka is supporting the Office of the Assistant Secretary for Preparedness and Response (ASPR). ASPR is a public health preparedness and emergency response organization in the Office of the Secretary at the United States Department of Health and Human Services. ASPR was created under the 2006 Pandemic and All Hazards Preparedness Act (and reauthorized in the Pandemic and All Hazards Reauthorization Act of 2013) in the wake of Hurricane Katrina to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters. The ASPR serves as the principal adviser to the HHS Secretary responsible for providing integrated policy coordination and strategic direction with respect to all matters related to public health, medical preparedness, and deployment of the federal response for public health emergencies and incidents. The ASPR heads a Staff Division in the Office of the Secretary, serving as the Secretary's principal advisor on issues related to bioterrorism, and leads a collaborative approach to the department's preparedness, response, and recovery portfolio. In addition to this policy responsibility, the office of the ASPR also has operational responsibilities both for the advanced research and development of MCMs, and for coordination of the federal public health and medical response to incidents. The office of the ASPR serves as the lead official responsible for all federal public health and medical response to public health emergencies and incidents covered by the National Response Framework and National Disaster Recovery Framework.

    The experts recruited and employed through this professional staffing support services contract will be responsible for advancing the ASPR mission of public health preparedness and emergency response. More specifically, the professional staffing support services required by ASPR span program and functional mission areas including: Advanced Research and Development for Chemical/Biological/Radiological/Nuclear threats, Emerging Infectious Diseases, & Pandemic Influenza (and the associated Regulatory Affairs, Clinical Studies and Modeling); Emergency Preparedness, Emergency Management/Response, Recovery, Logistics Management; Acquisitions/Contracts & Grants Management and Administration; Public Health Policy and Planning; Federal Budget/Financial Management Planning and Analysis; Operations and Administrative Management including: Travel Coordination and Management, Facilities Support & Management, Human Resources, Talent Management & Strategic Federal Staffing, Employee Development and Training Programs Development and Execution, Public Health Preparedness and Emergency Response Communications, Strategic Stakeholder Engagement (Congress/States & Local Government/Industry/Inter/Intra-Agency), and general Program and Project Support and Management.

    Responsibilities

    This individual will support the Medical Reserve Corps (MRC) in HHS Region 4 which, is inclusive of the following states: Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina and Tennessee by doing the following:

    • Conduct assessments of MRC unit capabilities and technical assistance needs;
    • Connect MRC Program with MRC unit leaders, state coordinators and stakeholders;
    • Connect MRC unit leaders to regional and national level partners and programs;
    • Outreach to potential new units and supporters;
    • Provide Situational Awareness, especially during local emergencies that may affect local systems resilience and services or those that may escalate to national significance;
    • Serve as a Subject Matter Expert on topics related to MRC, Volunteer Management and Unit Administration;
    • Analyze and report on MRC unit activity reporting within their region (i.e., QI reports) on a quarterly basis
    • Attend non-emergency public health and emergency preparedness activities or community events involving MRC units or volunteers, g., health fairs, vaccination clinics, festivals, sporting events, volunteer awards and recognition events, training or exercises, etc.
      • Improve MRC coordination throughout the region;
      • Increase awareness of MRC program;
      • Provide outreach to targeted communities;
      • Analyze and report on targeted outreach activities (i.e., targeted outreach updates)
      • Increase knowledge of means/methods for financial sustainability of existing MRC units;
      • Encourage standardization of MRC unit capacity across state and regions;
      • Identifying target communities and encouraging MRC development;
      • Providing MRC information to local public health, emergency management and other authorities;
      • Coordinating MRC efforts with regional and state-level public health, emergency management and other authorities;
    • Coordinating MRC efforts with MRC State Coordinators, State ESAR-VHP, state and local Citizen Corps Councils, and other key program partners;
    • Presenting/staffing exhibit booth at local, regional, and national conferences and meetings;
    • Reporting (weekly, monthly & quarterly) on regional MRC activities;
    • Develop a plan and conduct annual (abbreviated or full) TA Assessments with every unit in the region;
    • Assisting states within their region to coordinate regional MRC meetings;
    • Assist HHS/ASPR staff in emergency response and incident management (real world events and exercises) when volunteer organizations are, or may be, employed;
    • Collecting and disseminating information during responses of national, regional, state and local significance that involve MRC.

    Qualifications

    Required Education: Bachelors Degree with Masters strongly preferred

     

     

    Required Experience: 5-7 years experience in the areas of volunteer management, emergency preparedness/response, and/or public health

     

     

    Required Clearance: Public Trust

     

     

    Desired Qualifications: Strong communication and analytical skills, ability to engage with a vast array of stakeholders from the local, state, and federal levels, proficient in multi-tasking and an efficient team player.
