  • Overview

    Aveshka is seeking a Policy Analyst in the Office of MASINT, GEOINT, and Special Programs (OUSD(I)/TCSP/MGSP), within the staff of the Office of the Under Secretary of Defense for Intelligence, Directorate for Technical Collection and Special Programs.  The office, part of OSD, has oversight responsibility for NGA, DIA, and certain other defense intelligence agencies and functions, and houses the DoD Foreign Materiel Program (FMP).  The Policy Advisor primarily works with subject matter experts in the office to draft, edit, coordinate, and research Department of Defense issuances in areas under the office’s purview.  These issuances (DoD Directives and Instructions) provide policy guidance and direction to DoD intelligence agencies and programs.  The incumbent also monitors a range of DoD sources for information relating to the office’ mandates and is responsible for conveying it in a timely manner to office leadership and subject matter experts.


    • Experience with intelligence collection-related issues
    • Experience with oversight and support of MASINT and GEOINT programs and operations
    • Experience working with DIA, NGA, and other DoD intelligence agencies
    • Experience in drafting and coordinating DoD policy documents
    • Knowledge of the basic functions of OSD offices, the Joint Staff, the unified combatant commands, the DoD components, and the military services
    • Knowledge of domestic, defense, U.S. national and foreign partners' intelligence collection organizations, programs, and capabilities
    • Experience in Policy development, program oversight/guidance, capabilities development and resourcing requirements


    Required Education:

    •  Bachelor’s degree from an accredited college or university


    Required Experience:

    • Knowledge of DoD MASINT, GEOINT, and FMP programs and basic governing documents
    • Ability to communicate with executive leadership regarding matters of significant importance to office leadership and other senior DoD officials
    • Excellent drafting, editing, interoffice coordination, and policy development skills
    • Three (3) years' experience working wit or in the Department of Defense or the Intelligence Community.Ten (10) years' experience related to the designated functional Area of Responsibility (AOR) - Technical Collection.


    Required Clearance:

    •  Active TS/SCI


    Desired Qualifications:

    • Broad knowledge of foreign threat systems and how to translate that into priority intelligence requirements
    • Solid understanding of IC collection capabilities requirements and defense intelligence analysis program roles and responsibilities
