  • Overview


    On the17th and the 20th of September 2017, the President declared a Major Disaster Declaration for Puerto Rico (PR) and the U.S. Virgin Islands (USVI), which directed the Federal Government to provide assistance to supplement Commonwealth, Territory and local recovery efforts in the areas affected by Hurricanes Maria and Irma. As the executive agent for Public Health and Medical Services under the National Response Framework (NRF), the Department of Health and Human Services (HHS), Office of Assistant Secretary for Preparedness and Response (ASPR) was directed to provide Public Health and Medical resources and assistance to local health authorities providing medical response capabilities. ASPR deployed several off-the-shelf resources (caches and kits) to PR and USVI for federal public health and medical teams providing response missions on the ground. After the federal teams demobilized from the mission, the forward deployed resources return to prestaging warehouses for reconstruction to be fully prepared to field deploy for future response missions.


    • Assists in the development of a sustainment budget for products that are transitioned to the military; from storage and maintenance costs to reprocurement of expired or used materials.
    • Performs medical supply inventory management for medical supplies in various caches and kits that supports the National Disaster Medical Systems and other designated program.
    • Load, unload and move stock, caches, and kits using equipment such as forklifts and hand trucks. The Division of Logistics will provide forklift training specific to assigned equipment.
    • Support efforts to plan, manage, integrate, coordinate, medical supplies associated with caches and kits to include accountability, acquisition, inventory management, maintenance, replacement, transportation, and disposition of assets.
    • Provides technical information, recommendations, and advice to management on the status of the actions required to ensure program effectiveness.
    • Utilize HHS property management regulations and other management principles in the conduct of work
    • Utilize HHS systems to manage and track the expenditure of medical supplies for procurement, storage, and transport of medical material and assets.
    • Prepares reports and maintain records of work accomplishments and administrative activities for assigned projects.
    • Assists in preparing operating requirements for the logistics program based on immediate and long term operating plans to provide consistent, timely and adequate support of ASPR program elements based on projected requirements.
    • Provide medical supply management training as required.


    Required Education:


    Bachelor's degree in business, logistics management or systems engineering



    Required Experience: 


    2-4 years experience in logistics


    Required Clearance:


    Public Trust


    Desired Qualifications:


     Advanced certifications desired

     Must be able to individually lift 50 pounds as mission dictates lifting of caches and equipment.
