  • Overview

    Aveshka is seeking an Exercises Planner to work with the Army COOP Program to design, develop, and conduct COOP related exercises in support off the Headquarters, Department of the Army’s (HQDA) Emergency Relocation Staff (ERS).  Ensure timely After-Action Reporting (AAR) and synchronized corrective action planning (CAP) between HQDA staff sections and the ERS.  Ensure the Headquarters’ Department of the Army COOP capabilities comply with requirements set forth in the HQDA COOP OPLAN through robust exercises program designed to test capabilities and validate Emergency Relocations Staff (ERS) requirements.  Ensure robust MSEL events to support HQDA Mission Essential Functions (MEFs) and promote HQDA staff synchronization.  Lead SME regarding HQDA COOP exercises.  Serves as an Action Officer in support of the Army COOP Program within the HQDA Operations Directorate.

    Responsibilities

    Responsible for ensuring COOP equity as a functional element of the Army Protection Program.  Lead subject matter expert (SME) in support of the Army Protection Program Assessment (APPA) Team and other protection stakeholders as assigned.  Responsible to assess the regulatory compliance and support the development of COOP Programs in accordance with (IAW) Army Regulation (AR) 500-3 and HQDA policy.  Specified tasks include:

    • Design, develop, and conduct HQDA COOP exercises to train, test, and evaluate COOP plans and processes in accordance with the HQDA COOP test, training, and exercise program
    • Synchronize HQDA COOP exercise with National Level, OSD, and JS exercises
    • Ensure Army COOP Exercises meet the minimum requirements as identified in source documents
    • Develop a network of HQDA Principal Agency Trusted Agents and conduct Exercise Design workshops to facilitate the staff’s participation in Exercise Design process
    • Develop a JTIMS and MSEL training program for all HQDA Trusted Agents
    • Develop exercise documentation to include the master scenario events list, exercise control plan, and evaluation tools
    • Draft After-Action Reviews (AARs) upon the completion of each exercise
    • Maintain a Corrective Action Plan (CAP)
    • Work with the Army’s Protection Program Assessment team leads to ensure the COOP Program’s assessment plan complies with AR 525-2, Army Protection Program
    • Develop benchmarks that measure the compliance and effectiveness of Army Command, Direct Reporting Units, and Army Service Component Command’s COOP Programs in accordance with requirements found in AR 500-3
    • Document findings and conduct trend analysis of COOP Programs across the Army
    • In HQDA, assess the COOP Programs of each HQDA Principal Staff Element

    Qualifications

    Required Education:

    •  Bachelor’s degree from an accredited college or university

     

    Required Experience:

    •  Minimum of nine years’ experience in exercise design, development, execution, After-Action Reporting (AAR), and corrective action planning (CAP) at OSD, Joint Staff, Service level, or a Federal inter-agency program
    • Qualified Homeland Security Exercise Evaluation Program (HSEEP)
    • Prior experience utilizing the Joint Training Information Management System (JTIMS)
    • Prior experience utilizing the Joint Master Scenario Events List (JMSEL)

     

    Required Clearance:

    •  Active TS/SCI

     

    Desired Qualifications:

    •  Experience managing exercises for Federal agencies
    • Master’s degree from an accredited college or university
    • Qualified Joint Planner
    • Qualified Federal Emergency Management Agency (FEMA) Master Exercise Practitioner (MEP)
