Aveshka is supporting U.S. Coast Guard Headquarters Office of Contingency Planning and Exercise Policy (CPE) mission is to develop policy for USC contingency planning, exercises, and interagency cooperation. These policies enhance preparedness through effective plans, comprehensive exercises, capturing lessons learned, and monitoring corrective actions to improve future contingency response operations. The USCG preparedness program is used to address All Hazards – All Threats through All Hazards Contingency and Operational Plans.


  • Assist CG-CPE with strategic policy, expert advice and administrative task support associated with the development of new, and maintenance of current, USCG All Hazards –All Threats preparedness related doctrine, policy, program management, manuals, directives, and guidance
  • Maintain awareness and knowledge of all related policies or procedures which may affect information contained in USCG Manuals, Instructions, and other (Contingency Preparedness Planning Manuals, and other incident management and crisis response publications), and maintain a running list of recommended changes, deletions, or additions for each document.
  • Assist in facilitating meetings and provide other programmatic support for updates of the Preparedness Program policy, guidance, manuals, and directives. Assist in facilitating workshops, seminars, workgroups, conferences and other events.
  • Assist in the development and maintenance of a USCG Multi-Year Training and Exercise Plan (MTEP) and facilitation of the Training and Exercise Plan Workshop and All Contingencies Planners’ Seminar.
  • Support and assist in the development, refinement, and maintenance of preparedness/readiness measures and metrics to evaluate overall and unit specific preparedness. Assist with the preparedness steps of Organize/Equip and Training, including:
  • Provide support to the lead Pandemic Analyst to assist CG-CPE with strategic planning, expert advice and administrative task support associated with the development of new, and maintenance of current, USCG Pandemic Preparedness related policy, program management, manuals, directives, and guidance in accordance with all Federal requirements, DHS, DOD and USCG policies.


Required Education: Bachelors Degree



Required Experience:Candidate must possess minimum 3 years of experience related to job description



Required Clearance: Secret



Desired Qualifications:


Diplomacy, inter-agency experience
Writing skills, effective proofreading skills
Subject matter expertise/experience in some/any/all:
• contingency preparedness,
• Coast Guard operations,
• HSEEP, Presidential Directives, ICS (Incident Command System)
• emergency response plans, techniques, guidance documents,
• training and exercises
• policy development
• Multi-year Training and Exercise Program (MTEP) familiarity
• Pandemic

• Quality control recommendations for plans/procedures/exercises, etc.
• Meeting prep – (Develop agenda, identify appropriate host facility, facilitate, and take/report minutes)
• Provide input and recommendations gathered during workshops/seminars/meetings
• Assist with the development and update of USCG training aids and Tactics, Techniques, and Procedures related to Contingency Preparedness and Exercises.

• Provide relevant support to Organize/Equip and Training steps of the Preparedness Cycle.
