Aveshka is supporting the Office of the Assistant Secretary for Preparedness and Response (ASPR). ASPR is a public health preparedness and emergency response organization in the Office of the Secretary at the United States Department of Health and Human Services (HHS). ASPR was created under the 2006 Pandemic and All Hazards Preparedness Act (and reauthorized in the Pandemic and All Hazards Reauthorization Act of 2013) in the wake of Hurricane Katrina to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters. The ASPR serves as the principal adviser to the HHS Secretary responsible for providing integrated policy coordination and strategic direction with respect to all matters related to public health, medical preparedness, and deployment of the federal response for public health emergencies and incidents. The ASPR heads a Staff Division in the Office of the Secretary, serving as the Secretary's principal advisor on issues related to bioterrorism, and leads a collaborative approach to the department's preparedness, response, and recovery portfolio. In addition to this policy responsibility, the office of the ASPR also has operational responsibilities both for the advanced research and development of MCMs, and for coordination of the federal public health and medical response to incidents. The office of the ASPR serves as the lead official responsible for all federal public health and medical response to public health emergencies and incidents covered by the National Response Framework and National Disaster Recovery Framework.

The Office of Policy and Planning (OPP) advises HHS and ASPR leadership through policy options and strategic planning initiatives to support domestic and international public health emergency and response activities. The Sr. Science Technical Writer will support the Office of the Director within the OPP, and will be responsible for a variety of comprehensive writing and editing assignments for the division directors helping advance the ASPR mission.


Essential Functions (the fundamental duties of a position; the things a person holding the job absolutely must be able to do and will spend most his/her time doing):


  • Responsible for writing and editing clear, succinct, reader-friendly documents.
  • Work with subject matter experts to determine if existing content needs to be kept, updated, and retired. Work with subject matter experts to implement solutions.
  • Responsible for editing complex and “text heavy” material, making it more concise, compelling and engaging for end users. Subject includes but is not limited to, material related to medical countermeasures; disaster preparedness and response for first responders, hospitals and healthcare coalitions, public health professionals, and emergency managers; individual and community resilience; and promotion of disaster health-related service organizations.
  • Extract appropriate information from existing client-supplied information as well as interviews with stakeholders, and developing proposals into detailed documents.
  • Edit and re-write portions of scientific or technical content and write original content as needed.
  • Edit and organize content and develop professionally appropriate language for the web.
  • Build and maintain strong working relationships with immediate team members and stakeholders across the organization.
  • Edit and format documents in accordance with appropriate specifications and branding.

Minimum Required Education:


  • B.A Degree
  • Expereince writing and editing on issues related to public health preparedness, emergency response or recovery functions.



Required Experience: 


  • Ability to grasp highly complex material quickly and research/analyze data from multiple sources to develop content
  • Strongfeature writing skills. Ability to craft creative, unique and relevant online content.
  • Superior command of the English language, including rules and usage.
  • Experience working wit customers to understand communication needs and assisting with communication strategies.
  • Ability to effectively collabrate with internal teams and clients to meet established deadlines.
  • Experience translating technical documentation and complex information into plain language content, such as content for web pages, annual reports, fact sheets, metrics summaries, social media content, etc.



Required Clearance:


  • Level 1 NACI



Desired Qualifications:


  • B.A. in a related field, including Communication, English, Journalism or a technical disciplpine; Masters degree preferred.
  • Background in health education is a plus.
  • Ability to implement and remediate 508 compliant content is a plus.
  • 4-6 years of demonstrated experience writing and editing publications.
  • ability to convey the message by a variety of written media, with experience in writing, editing, visualizing and managing digital content, including websites and social media.
