Overview

Aveshka is supporting the Office of the Assistant Secretary for Preparedness and Response (ASPR). ASPR is a public health preparedness and emergency response organization in the Office of the Secretary at the United States Department of Health and Human Services (HHS). ASPR was created under the 2006 Pandemic and All Hazards Preparedness Act (and reauthorized in the Pandemic and All Hazards Reauthorization Act of 2013) in the wake of Hurricane Katrina to lead the nation in preventing, preparing for, and responding to the adverse health effects of public health emergencies and disasters. The ASPR serves as the principal adviser to the HHS Secretary responsible for providing integrated policy coordination and strategic direction with respect to all matters related to public health, medical preparedness, and deployment of the federal response for public health emergencies and incidents. The ASPR heads a Staff Division in the Office of the Secretary, serving as the Secretary's principal advisor on issues related to bioterrorism, and leads a collaborative approach to the department's preparedness, response, and recovery portfolio. In addition to this policy responsibility, the office of the ASPR also has operational responsibilities both for the advanced research and development of MCMs, and for coordination of the federal public health and medical response to incidents. The office of the ASPR serves as the lead official responsible for all federal public health and medical response to public health emergencies and incidents covered by the National Response Framework and National Disaster Recovery Framework.

The Office of Policy and Planning (OPP) advises HHS and ASPR leadership through policy options and strategic planning initiatives to support domestic and international public health emergency and response activities. The Sr. Public Health Analyst will support the Divison of Healthcare System Policy within the OPP, and will be responsible for a variety of assignments helping advance the ASPR mission.

Responsibilities

Essential Functions:

  • Supports ASPR on public health projects and programs.
  • Takes part in strategic planning teams, including performing situational assessments.
  • Synthesize recommendations from review of literature and current capabilities that inform strategies.
  • Draft agendas, meeting minutes or notes, memorandums, and document action items and completion from various meetings.
  • Translate complex scientific concepts into plain language that is easily understood by the general public; prepare educational materials for the lay public.

Additional Responsibilities

  • Contribute to the development and implementation of medical countermeasure requirements including conceptualizing, capturing and messaging recommended path forward. This may include: accessing and reviewing published scientific and policy literature; synthesizing threat information at an unclassified level; summarizing the medical countermeasure needs based upon clinical cases and/or public health and medical consequence modeling results; developing desired medical countermeasure product characteristics; consulting with end-users of these products as to their needs and desires; and integrating operational capabilities to inform ultimate stockpiling targets.
  • Develop formulary reviews - assess clinical literature and determine best practices or translate to appropriate practices in mass casualty incidents, assess scenarios, assess current capabilities (minimally) and determine benchmarks for preparedness for the SNS. Synthesize recommendations from review of literature and current capabilities that inform maintenance of most appropriate products in SNS, or other strategy.
  • Support scientific writing/editing efforts including but not limited to a broad range of materials (e.g., White papers related to biorisk management; papers and policies related to dual use research of concern; reports on emergency preparedness and response; pandemic flu and emerging diseases preparedness and response; chemical, countering biological, radiological and nuclear (CBRN) threats, environmental justice, and climate change.

Qualifications

Required Education:

  •  Bachelors degree required, ideally in a life sciences, management or other health related field.

 

Required Experience:

  • 4+ years of experience related to the posted job description/job responsibilities.

 

Required Clearance:

  • Level 1 NACI

   

Desired Qualifications:

  • Graduate degree (masters in a public health field, knowledge of public health preparedness and response, including international health)
  • 4-6+ years public health experience.
